Student’s Card
Student’s card allows you to enter any building of the University campus, get your login and password for personal student account and Wi-Fi, it also allows you to visit university libraries and use services offered there.
how to obtain
To obtain your student’s card you need to visit room 121 of the Building №2 (Building of the Institute of Physics, Mathematics and IT). They will take a picture of you there and give you the card. Do not forget to take your passport or migration card with you.
Please note that activating a student’s card takes some time, especially in the autumn at the beginning of the semester when new students arrive. Carry your passport with you before receiving or activating the card - this way you can confirm your identity if the university security officers ask for it.
If you lose the card
If you lose the card, you can get a new one at room 121 of the building of the Institute of Physics, Mathematics and IT after paying the fee of 100 rubles.

To enter the system you should have login and password that you can get at the info-box using your student card.
Tip
Take a picture of your login and password in case you forget it.
Medical Insurance and Medical Help
All IKBFU international students must have a health insurance that provides an access to medical services in emergency cases. In case you did not get a health insurance before coming to Kaliningrad, you can buy it here.

Your medical insurance should cover risks in case of repatriation, accident and force majeure; emergency aid and emergency outpatient care (including consultations and doctor’s examination, tests, diagnostics, certificates issuing), dental care, emergency medical care and inpatient care (consultations, surgery, laboratory tests, stay in the intensive care unit, as well as stay and treatment at the hospital for infectious diseases and psychiatric hospital).

Tell your name, address and the problem. Prepare your passport and medical insurance and wait for the doctor to come. It is free of charge to call them.
Let the International Office know about what happened after you or your friend is safe and under medical supervision.

Take your medical insurance policy and find the call center phone number. Call and tell the number of the policy, your name and the problem. If the case is covered by insurance, they will tell which hospital to go to.
If it is not covered, you will need to pay for the visit to the doctor yourself. You can visit IKBFU Clinical Diagnostic Centre (address: 9 April, 60 street) that gives a discount for students or go to any other private clinic (Medexpert, Novomed, Aprel, etc.).
Attention
If you stayed in a hospital for inpatient treatment, the hospital will register you at the hospital facilities. That means that after discharge from the hospital, you need to collect the registration from the hospital and apply for a registration at the place of your main residence again (visit the office of the University Visa Department).

Mobile communication
It might be very expensive to use your SIM-card in Kaliningrad, so we would recommend buying a new SIM card from the local operator to always be in touch and have access to the Internet. You can choose from several operators: Beeline, MTS, Tele2, Megafon, Yota, etc. and visit their specialized branch office. To obtain a SIM card you will need a passport and small amount of money (around 250-500 rubles). Inform the International Office about mobile number change (send an e-mail with your name and new phone number to [email protected] or come personally to the office), so that we could contact you in case of emergency.
Common information
- When crossing the border with the Russian Federation you will get a migration card. Be sure to keep it in your passport until you leave Russia. Do not lose it!
- If you need to make copies or print something out you can do it in the University library. It is a paid service.
- If you need to get household items for your room, ask the dormitory commandant or other students for advice, they will tell you the nearest inexpensive store.
